Chapter 1: The Sales Brochure vs. The Sealed Blueprint

On a breezy morning in Shankarpally, Ramesh and Priya sat inside a villa layout experience centre with their senior architect, Master Planner David. On the table lay two rolled documents: a colorful marketing brochure and an official, cloth-backed government sanctioned layout sheet.

Ramesh immediately pointed to a plot on the brochure map. "Plot 54 faces east and looks perfect for our villa!"

Architect David gently placed his hand over the glossy brochure and unrolled the official government layout sheet instead. "A brochure is drawn to sell," David said softly. "The sanctioned blueprint is drawn to protect. Let us read this sheet the way a town planner reads it."

Expert Insight: Never select a plot from a sales brochure. Always insist on seeing the official sealed layout proceeding plan issued by HMDA or DTCP.

David guided Ramesh's finger to the bottom right box of the blueprint — the Title Block.

"Everyone skips this corner," David explained, "yet it is the plan's legal passport. Look here: it states the exact Survey Numbers, the Village Name, the Mandal, the Scale, and most importantly, the official Sanction Proceedings Reference Number."

David explained how to cross-verify this reference number on the government portal:

  1. 01Sanction Reference: Proves the layout was approved by HMDA or DTCP, not a Gram Panchayat.
  2. 02North Arrow & Scale: Establishes true geographic facing without relying on broker claims.
  3. 03Survey Boundary: Confirms the layout matches government revenue records.

Chapter 3: Finding Mortgaged Plots on the Blueprint

As they scanned the layout grid, Priya noticed several plot numbers shaded with diagonal red lines.

"Are those sold?" she asked.

"No," David replied. "Those are mortgaged plots. To ensure developers complete internal blacktop roads, underground water lines, and drainage networks, urban authorities lock 15% of layout plots under an official mortgage. A developer cannot legally convey a mortgaged plot to a buyer until the completion certificate is issued."

Legal Warning: If a broker offers a discounted price on a mortgaged plot without showing an official mortgage release letter from HMDA/DTCP, walk away immediately.

Chapter 4: Road Hierarchy & Open Space Geometry

David traced his finger along the blue lines traversing the master plan. "Notice the road hierarchy," he demonstrated. "This main entrance avenue is 60 feet wide, feeding into 40-foot internal sector roads and 33-foot residential lanes."

He pointed out the green shaded parks and utility zones:

  1. 01Park Parcels: Guaranteed permanent open space that can never be built upon.
  2. 02Transformer & STP Sites: Placed in corners to shield homes from noise and utility equipment.
  3. 03Corner Plots: Feature dual frontages, offering superior ventilation and architectural freedom.

Chapter 5: The Final Choice

Armed with the blueprint knowledge, Ramesh and Priya looked back at Plot 54 on the official drawing. The title block was verified, the road frontage measured a generous 45 feet, and the park sat directly opposite across a 40-foot avenue.

"Now," David smiled, "you are not guessing. You are buying with total clarity."

Ramesh and Priya signed the agreement confidently, knowing they had read the land before standing on it.
